Exploring the Economic Dynamics of Westminster's Evening and Night-time Economy.

As part of our ongoing initiative, Westminster After Dark, we aim to understand the costs and benefits associated with the economic activities that take place during the evening and night-time in our local communities. The economic vibrancy of our evening and night-time economy is extremely important both locally and nationally. However, having the largest evening and night-time economy in the country does elicit other costs and pressures that have a direct impact on those who live within the densest areas of night-time activity and on public services such as the police, NHS, and the council.There are two main challenges associated with this. First, while data on economic activity that occurs between 6pm and 6am is increasingly available at both a national and local level, significant gaps in our evidence base remain, particularly relating to costs which we are working hard to address. Second, the topic spans a wide and diverse set of challenges, places, industries, and communities; a careful, comprehensive consideration of these, and of their interplay with one another, is necessary in order fully to understand the complexity of evening and night-time activities in Westminster.Despite possessing access to substantial datasets, the Council acknowledges that these alone do not provide a comprehensive understanding. We recognise the necessity for a collaborative approach to data collection and analysis to unveil both the positive and negative impacts on our evening and night-time environment.

Economic Contribution of Licensed Premises in Westminster

The Council has compiled a summary document titled &quot;The Economic Contribution of Licensed Premises in Westminster&quot; that focuses on the economic contributions made by licenced premises in the city and outlines the primary channels through which these are realised. It further highlights other important considerations that require better data and targeted analysis to inform the next stages of our work. &nbsp;Importantly, the report does not cover the negative impacts often associated with licensed premises, such as the cost for additional policing, cleansing, or noise disturbance, which is an area we want to explore. &nbsp; Information on the cumulative impact of licensed premises within Westminster is available within the Council&rsquo;s <a href="https://www.westminster.gov.uk/licensing/licensing-policy-and-strategy/cumulative-impact-assessment" id="isPasted">&ldquo;Cumulative Impact Assessment&rdquo;</a>. &nbsp;

We feel strongly that a collaborative approach, with local communities and partners, is crucial to building a full and fair understanding of these topics, and we hope that this document facilitates an opportunity to continue this process. Our commitment to working with our community, businesses, and stakeholders to develop Westminster&rsquo;s first Evening and Night-time Plan.<h2>Engaging Voices to shape a vision for the future of Westminster after dark.</h2>Westminster City Council is creating an Evening and Night-time Plan that listens to our community&#39;s needs and desires.&nbsp;From the West End to Harrow Road, Westminster plays a key role in London&rsquo;s nightlife, supporting good jobs and a world leading array of cultural, entertainment, and culinary attractions.&nbsp;The evening and night-time should be as much for somebody walking their dog at 6pm, visiting friends for dinner at 8pm, working as a nurse at 2am, or taking part in the charity Moonlight Walk at 3am, as it is for somebody going to the theatre, eating out at restaurant, drinking in a bar or going to a music venue.&nbsp;Our aim is to find the right balance between the interests of residents, visitors, and businesses, so that night-time in the city is managed well and serves the needs and interests of all those who have stake in the evening environment. We are committed to working closely with the community, exploring new ideas, and being inclusive to make our city dynamic, safe, and enjoyable at night.We want to hear from everyone, including residents, visitors, businesses, partners, and local groups.

IntroductionWestminster City Council is consulting on its draft revised Cumulative Impact Assessment (CIA). &nbsp;The CIA will influence the Council&rsquo;s next review of its Statement of Licensing Policy, it may influence Licensing Sub-Committee decisions and will feed into Westminster After Dark.Cumulative ImpactCumulative impact is the term used to describe the stress that having a number of licensed premises in a concentrated area can have on the four licensing objectives, which are:<ul><li>Prevention of crime and disorder</li><li>Prevention of public nuisance</li><li>Protection of children from harm</li><li>Public safety</li></ul>It is often not that licensed premises on their own are operating in a way that is detrimental to the licensing objectives, but it is the cumulation of the premises and the activities that surround them that creates the increased problems and undermines the licensing objectives .Cumulative impact can occur either in the area where the premises are located or some distance away from them, for example at public transport locations or fast food premises. The cumulation of licensed premises can have a disproportionate demand on local services such as transport, public lavatories, waste collection and street cleaning. There may also be a higher level of crime and disorder, often associated with alcohol related violence that can take place which will draw in additional demands on the police as well as the ambulance service.A CIA examines the available data to establish if the presence of licensed premises in certain areas had led to cumulative impact.How the draft CIA was developedThe CIA has been developed using data analytical methods as well as engagement with stakeholders to get a more well-rounded understanding of cumulative impact.The types of evidence that was used for the data analysis include:<ul><li>Licensing data</li><li>Police data</li><li>Environmental health complaints</li><li>Ambulance callouts</li></ul>The project team also used previous consultation responses such as the City Survey and ASB Strategy Consultation to get an understanding of how cumulative impact affects our communities.The data used is largely from 2022. &nbsp;This period was chosen to give as up to date as possible picture whilst avoiding including periods affected by &nbsp;lockdown and other restrictions imposed as a result of the Covid-19 pandemic.FindingsThe findings of the CIA are broken down into sections:<ul><li>Patterns of Crime: Pages 10 &ndash; 22 analyse and map out crime across Westminster</li><li>ASB: Pages 23 &ndash; 29 examine ASB across Westminster and resident&rsquo;s views</li><li>Transport: Pages 29 &ndash; 31 look at transport related crime and disorder</li><li>Noise Complaints: Pages 32 &ndash; 36 analyse noise complaints</li><li>Licensing Data: Pages 36 &ndash; 42 looks at licensing data (applications and hours etc) across Westminster</li><li>Regression Analysis: Pages 43 &ndash; 45 include statistical modelling showing the strength of relationships between licensed premises types and undesirable behaviours.</li><li>Hot Spot Analysis: Pages 46 &ndash; 49 show whether certain areas saw consistent level of issues throughout the year.</li><li>Area Profiles: Pages 50 &ndash; 80 Have more detailed profiles of areas of interest</li></ul>The CIA is a detailed document. &nbsp;To make it as accessible as possible, information such as the methodologies for each section has been included in appendices.Licensing Authority StatementThe CIA must include a statement saying that the licensing authority considers that the number of licences in one or more parts of Westminster is causing cumulative impact and that granting further licences would undermine the licensing objectives.The Licensing Authority&rsquo;s statement is on page 80ConsultationThe Council has a statutory duty to consult on the CIA. &nbsp;The consultation on the CIA will run from 9th October to 12th November 2023. &nbsp; Stakeholders can respond to the consultation by answering the survey below or by emailing the council at <a href="mailto:licensingconsultation@westminster.gov.uk">licensingconsultation@westminster.gov.uk</a> <a href="https://www.smartsurvey.co.uk/s/N37P5R/" rel="noopener noreferrer" style="text-decoration: none; background-color: #9D1C52; color: white; font-size: 20px; padding: 15px 20px; border-radius: 10px; box-shadow: 1px 3px 5px rgb(0 0 0 / 0.2);" target="_blank">CLICK HERE TO TAKE A SHORT SURVEY</a> Next StepsFollowing the consultation, the Council will consider the responses and make any changes it considers necessary as a result of feedback and publish the final version of the CIA on the council&rsquo;s website.
